1. Acceptance of terms
By using rtoformsindia.com ("the site"), you agree to these Terms of Service. If you do not agree, please do not use the site.
2. About this service
The site lets you fill Motor Vehicles Act / Central Motor Vehicles Rules (CMVR) 1989 forms online and download print-ready PDFs, entirely by running form-generation code in your own browser. It also offers an optional paid "AI auto-fill" feature that extracts details from a photo of your RC (Registration Certificate) to save typing — Aadhaar and PAN photos are never sent anywhere for extraction, only optionally attached to your PDF — and a prepaid wallet to pay for that feature.
3. Not an official government website
This is an independent, unofficial tool, not affiliated with the Government of India, any State Transport Department, or parivahan.gov.in. The forms follow the official CMVR 1989 formats, but you are responsible for verifying the final filled document, obtaining any required signatures/stamps, and submitting it correctly at your RTO/DTO. We do not submit anything to any government authority on your behalf, and we cannot guarantee that any RTO/DTO will accept a form generated here.
4. No account required / wallet identity
You do not need to create an account or log in to use this site. If you use the paid AI auto-fill feature, a random wallet ID is generated for you on your first payment and stored in your browser — it is not linked to your name. Keep your browser/device access if you want to retain your wallet, or use the recovery-link feature described in the Privacy Policy.
5. Using the free form filler
Typing your own details and generating form PDFs is free, with no limit on the number of forms. You are solely responsible for the accuracy of every detail you type — we do not verify, cross-check or validate the information against any government database.
6. AI auto-fill (paid feature)
AI auto-fill uses an AI vision model (Google Gemini) to read text off a photo you upload and pre-fill matching form fields. This is a convenience feature, not a certified data-extraction service:
- AI extraction can misread blurry, low-light, tilted or damaged documents, and may return incorrect or incomplete values.
- You must review every AI-filled field before generating or submitting your PDF — fields the tool believes may be uncertain are flagged for review, but you remain responsible for checking all of them, flagged or not.
- We are not liable for errors in a generated document that result from incorrect AI extraction, incorrect source documents, or values you did not review before downloading.
7. Payments & wallet
Wallet top-ups are processed by Razorpay in Indian Rupees. Each successful AI auto-fill extraction costs ₹5, deducted from your wallet balance only after a successful extraction — a failed or errored extraction attempt is never charged. See the Refund Policy for how refunds are handled.
8. Acceptable use
You agree not to:
- Use this site for any unlawful purpose, or to prepare fraudulent documents;
- Upload someone else's identity documents without their knowledge and authorization;
- Attempt to disrupt, overload, scrape at scale, or reverse-engineer the site or its AI auto-fill backend;
- Attempt to access another user's wallet or circumvent the payment/wallet system.
We may suspend or block access for any use that violates these terms.
9. Intellectual property
The underlying government form formats (Form 20, 29, 30, etc.) are public-domain formats prescribed under the CMVR 1989. The site's software, layout, and original content are owned by the site operator. You may use the generated PDFs for your own personal/business filing purposes.
10. Disclaimer of warranties
The site is provided "as is" and "as available", without warranties of any kind, express or implied, including accuracy, completeness, fitness for a particular purpose, or that the AI auto-fill feature will be error-free. Government rules, fees and formats can change; we make reasonable efforts to keep forms current but do not guarantee it.
11. Limitation of liability
To the maximum extent permitted by law, we are not liable for any indirect, incidental or consequential loss arising from your use of the site, including rejection of a submitted form by an RTO/DTO, errors in AI-extracted data you did not review, or loss of in-progress data stored only in your own browser. Our total liability for any claim relating to a paid feature is limited to the amount you paid for that specific transaction.
12. Termination
We may suspend or discontinue any part of the service, including the AI auto-fill feature, at any time. If we discontinue the AI auto-fill wallet system entirely, we will provide a reasonable window for users to request a refund of any unused balance.
13. Changes to these terms
We may update these terms from time to time; the "last updated" date above will reflect the latest version. Continued use of the site after a change means you accept the updated terms.
14. Governing law & jurisdiction
These terms are governed by the laws of India. Any dispute arising from these terms or your use of the site is subject to the exclusive jurisdiction of the courts at Jamshedpur, Jharkhand.
